NIK-Based Commuter Line Subsidies: A Policy That Ignores the Essence of Public Transportation

Towards the end of August 2024, the Indonesian people were shocked by the government's plan to implement electronic tickets based on the Population Identification Number (NIK) for transportation users. Electric Rail Train (KRL). This plan is stated in the Financial Note of the Draft State Budget (RAPBN) 2025. Through the implementation of a ticket policy based on
NIK, the Government hopes that Public Service Obligation (PSO) subsidies will be more targeted and enjoyed by community groups who really need them.

Although it is still just a discourse, the plan to implement NIK-based tickets has drawn criticism from the public. Many are concerned that this plan will cause injustice, especially for KRL users who face administrative problems related to NIK or who are not included in the population data system. Although this plan is still under discussion, the government seems serious about continuing this policy. Is the NIK-based ticket policy effective in ensuring that KRL Jabodetabek subsidies are more targeted? Are there other policy options that can be taken by
government?
