Institute for Research on Economics and Society - Faculty of Economics and Business, University of Indonesia is a research institute which is an integral part of the Faculty of Economics and Business, University of Indonesia as well as being the largest academic research community at the University of Indonesia. For more than 60 years, LPEM FEB UI has been one of the leading academic institutions in Indonesia which plays a role in contributing ideas through research, consultation and educational activities.
Background
Trade liberalization is something that cannot be avoided by Indonesia as a member of the international community. Through the framework of the FTA agreement (Free Trade Agreement) and CEPA (Comprehensive Economic Partnership Agreements), Indonesia is active in establishing international trade cooperation, both bilateral and regional. It is hoped that the signing of trade cooperation between countries will provide opportunities for Indonesian business actors to market their products to a wider market with increasingly smaller trade barriers.
However, the realization of FTA utilization by Indonesian business actors is still not optimal. This is partly because business actors are not yet familiar with the benefits or technical requirements of documents, product standardization and export transaction/financing processes. To bridge the gap between realized utilization and export potential from FTAs, it is necessary to address information barriers regarding technical issues related to exports. Through the establishment of the FTA Center, the Ministry of Trade is committed to providing information and technical guidance to i) increase export ease and trade facilitation; ii) increasing utilization of international trade cooperation schemes; and iii) encourage entrepreneurs to export and create new exporters, so that it is hoped that this can improve export performance and have an impact on the national economy.
Scope of Activities
The implementation of operational activities at the FTA Center will be assisted by two support staff and three experts, namely, i) Experts in the field of access to financing and export procedures; ii) Experts in the field of implementing international trade agreements: and iii) Experts in the field of promotion and marketing strategies. In carrying out the scope of tasks below, the three experts will collaborate to carry out activities:
- Prepare a plan of activities to be carried out during the budget year (time adjusted to the work contract);
- Providing consultation services to stakeholders to make optimal use of FTA;
- Providing information/education services and understanding about FTA/CEPA/PTA to stakeholders in a comprehensive manner through various media;
- Providing advocacy services to stakeholders by providing legal views regarding problems that arise in utilizing FTA/CEPA/PTA. In providing advocacy services, consultants can coordinate with official units in the Ministry of Trade (Trade Advocacy Bureau).
- Updating the contents and contents of the FTA Center website, including:
- General information about each FTA/CEPA/PTA agreement;
- Information related to HS in the export destination country;
- Product information in export destination countries;
- Tariff information in export destination countries;
- Trade fair information in export destination countries;
- Information about financing procedures, marketing and the importance of exports;
- Information about import and export regulations in Indonesia and trading partners.
- Monitoring and evaluating the implementation of consultations provided to stakeholders, especially to business actors regarding follow-up to the suggestions/solutions provided. Monitoring is carried out periodically on a quarterly basis by reporting any developments/progress from each stakeholder.

- Carrying out tasks assigned by the Director General/Authorized Budget User of the Directorate General of International Trade Negotiations.
- Preparation of monthly activity reports and final reports.
- Experts will be on duty at the FTA Center office for five working days a week with working hours determined by the Ministry of Trade and/or adjusted to working hours in each region.
- Experts are substantially under the coordination of the Directorate General of International Trade Negotiations, Ministry of Trade, and are responsible in substance and administration to the Head of the Institute for Economic and Social Research, Faculty of Economics and Business, University of Indonesia, as the provider of Experts.
- Experts are active in providing services (consultation, education and advocacy) and collaborating with other parties as well as actively carrying out publications both through social media and door to door about the existence and duties of the FTA Center.
Activity Output
The expected output from the scope of activities carried out by the three Expert Staff assisted by two supporting staff at the FTA Center is as follows:
- Providing consultation or advocacy services to 30 business actors for 10 months of work;
- Compile at least 20 publication materials for 10 months, both presented on the FTA Center website and published via social media;
- Monitoring and evaluation reports on the implementation of consultations provided to stakeholders on a quarterly basis.
General Qualifications
- Maximum age 65
- Have a minimum bachelor's degree in Management/Economics/Finance/Logistics/Public Policy/International Relations/Law.
- Have at least 5 years of work experience in your field.
- Have good English language skills, both oral and written.
- Have good presentation skills.
- Have knowledge of international trade cooperation and policies and regulations.
- Can work independently and under pressure, and have time flexibility if needed.
Special Qualifications: Expert in Access to Financing and Export Procedures
- Have knowledge and understanding in the banking sector and types of financing in export and import activities;
- Have knowledge and understanding of regulations regarding exports and imports;
- Have knowledge and understanding of the types and uses of export and import documents;
- Have the ability to process trade data statistics;
- Having networking with business associations;
- Have the ability to provide assistance in completing export documents;
- Have the ability to provide assistance in overcoming obstacles/problems faced by business actors to obtain access to financing.
Work implementation
Activities Expert Staff and Support Staff will be on duty at the FTA Center which is located at the Ministry of Trade office Building I, Lt.4, Jl. MI Ridwan Rais No.5 Central Jakarta which will be effective on date end of month April 2018 to 31 December 2018.
